The right comparison is price + scope + responsibility + availability + expected outcome. A proposal that only says “fractional CTO, 4 days per month” does not show whether it includes architecture, hiring, production follow-up, vendor management, or handover.

Fractional CTO vs full-time CTO cost

Gross salary benchmarks provide context, but they are not a full employer-cost calculation. The 2026 BDM guide places a confirmed CTO around €75,000 gross per year and senior profiles up to approximately €150,000 gross per year. A Paris CTO role published by Apec in September 2026 shows €100,000 to €130,000 gross per year as one current example, not a national average.

Employer cost then includes contributions and associated costs that depend on the contract and organization. Applying a generic multiplier without knowing status, benefits, hiring, management, and work environment would be misleading.

Fractional leadership is relevant when the need is partial, non-permanent, urgent, or part of a structuring phase, with immediate seniority required but no case for a daily position. A full-time hire is more coherent when the need is daily, central, and durable, with permanent management and a larger team.

Seniority

A profile that has already carried a team, budget, hiring, production, or a crisis is not equivalent to a senior developer who is starting to sell CTO advisory work.

Occasional advisory work does not carry the same risk as real responsibility for trade-offs, vendors, hiring, and releases.

Team size and complexity

Coordinating one provider and a small team requires a different level of leadership from managing fifteen developers, several squads, or many business stakeholders.

A proposal that only says “fractional CTO support, 4 days per month” remains difficult to compare. You also need to know which decisions are expected, which deliverables will be produced, what happens between days, and what counts as complementary work.

Is engineering execution included in the fractional CTO rate?

Not automatically. A CTO may review, challenge, prototype occasionally, or contribute technically depending on their profile, but the primary service remains technical leadership, trade-offs, and governance. Significant frontend, backend, migration, DevOps, or QA work should be distinguished from the CTO role.

When the need is mainly coordinated execution capacity, also compare an outsourced tech team rather than asking a technical leadership mandate to carry production work that was not planned.
