Terraform consulting services for maintainable Infrastructure as Code

Koragence turns manually managed infrastructure or difficult-to-maintain Terraform into a versioned, reproducible operating base covering modules, state, imports, environments and change workflows.

What does a Terraform engagement cover?

An infrastructure can work correctly while remaining difficult to take over. Some resources were created through Cloud consoles, some already exist in Terraform, others were changed manually, and the team no longer knows which representation accurately reflects production.

Terraform brings part of this infrastructure back into a code workflow through versioned configuration, change review, planning before application and readable history. The value comes from keeping this foundation understandable and proportionate rather than turning every Cloud resource into an unnecessary abstraction.

Koragence can design a new Terraform foundation, take over an existing codebase or restructure Infrastructure as Code that has become difficult to maintain. Terraform can connect existing resources to state, while modules group reusable configuration when they create real value.

What we can structure

Our work, our clients

Already running infrastructure? Bring it under control first

Share your Cloud accounts, repositories and current configuration. We can identify what is already managed as code, what remains manual and how to bring the environment under Terraform progressively.

Should everything be managed with Terraform?

No. Turning every resource into code does not automatically create value. Stable, repeated, critical or frequently recreated infrastructure is often a good candidate. Other resources may remain managed elsewhere when bringing them into Terraform would create unnecessary complexity.

The goal is to reduce manual changes that cannot be reproduced and dependencies on a few people’s memory. IaC coverage should therefore be decided around the infrastructure’s actual use, lifecycle and the team’s ability to maintain the configuration.

How do you bring manually created resources under Terraform?

An existing environment does not need to be destroyed and rebuilt simply to start using Terraform. Supported resources can be imported into state and connected to matching Terraform configuration.

The main challenge is preparing the configuration and reviewing the resulting plan before Terraform becomes responsible for future changes.

Koragence can organize the takeover by scope, starting with a limited resource or environment and expanding coverage once the plan is stable and understandable.

How should Terraform modules be structured?

A module groups resources that belong together into a reusable configuration. An overly abstract structure can itself become difficult to understand, especially when modules hide important differences between environments.

Koragence structures modules around actual recurring needs: a network, service, storage or combination of resources used by multiple environments. Interfaces remain explicit with limited inputs, useful outputs, controlled versions and sufficient documentation.

How should Terraform state be managed?

State connects Terraform configuration to the infrastructure objects it manages. Its governance therefore matters as soon as multiple engineers or pipelines can modify infrastructure.

A professional environment usually avoids relying on a state file kept on one person’s workstation. Backend choice, access control, environment separation and locking need to match the organization.

Terraform uses locking when the selected backend supports it to avoid simultaneous writes to the same state. AWS, Azure, HCP Terraform or other environments may lead to different choices, which should be documented.

Workspaces, repositories or separate state files?

There is no single structure that fits every organization. A small platform with three environments may need a different structure from a group with multiple Cloud accounts, teams and applications.

The choice depends on isolation requirements, change blast radius, permissions, resource lifecycle and the team’s ability to understand which scope a Terraform operation will affect. Koragence favors a structure where the boundary between two scopes is clear before Terraform even runs.

How should Terraform integrate with GitHub Actions or GitLab CI?

A repository can automatically run Terraform checks and generate a plan during code review. Applying the change can then use human approval, a protected branch, a specific environment or a separate workflow.

The pipeline should prevent two problems: applying code that was not reviewed and using Cloud credentials that are more powerful than necessary. This page only covers the Terraform workflow. Application build, testing and delivery remain covered by the CI/CD page.

How do you take over Terraform built by another provider?

The takeover starts with the repository, modules, providers, versions, state, backends, variables and resources actually managed. The goal is to separate structural issues, production drift and choices that are simply specific to the context.

Koragence does not immediately rewrite the whole codebase. A stable baseline makes dangerous changes visible, documents scope and supports decisions about what should later be simplified, modularized or migrated.

What is the difference between Terraform and Cloud migration?

Terraform describes, versions and changes infrastructure. A Cloud migration moves workloads, data and dependencies from a source environment to a target environment. The two can overlap, but they are not the same project.

Importing an existing AWS VM into Terraform does not mean moving that VM to another Cloud. The first concerns how infrastructure is managed, while the second concerns its relocation and cutover.

How does Terraform fit with managed Cloud operations?

Terraform does not replace day-to-day operations. It automates part of infrastructure management, while incidents, monitoring, backups, urgent changes and operational coordination still need to be organized.

A well-governed Terraform foundation makes takeover easier and reduces manual changes. Managed Cloud services can then operate infrastructure whose resources and ownership are easier to understand.

How should security fit into a Terraform workflow?

The workflow can check permissions, secrets, exposed resources and sensitive changes before apply. Pipeline credentials should be limited to the required scope, and secrets should not be stored in plain text in the repository or state.

This page covers technical governance of infrastructure changes. A deeper review of exposure, IAM, networking or compromise paths belongs to the AWS and Azure Cloud security audit.

What affects Terraform implementation cost and timeline?

The first factor is the number of resources and scopes involved. Building a small new Terraform foundation requires less effort than taking over several Cloud accounts with partially managed infrastructure.

Existing documentation, state organization, environments, modules, providers, existing code and pipeline integration also determine the effort. A Terraform migration must finally be distinguished from a Cloud migration: importing an existing resource is not moving its workload.

Questions about Terraform consulting services

Yes. The takeover starts with the repository, modules, providers, versions, state, backends, variables and resources actually managed before changes are made.
